(309) Conclusion: some degree of restraint on individual conduct necessary for minimally decent, let alone fulfilling, lives. The limits of liberty: law threat of physical coercion motivates compliance. The only purpose for which power can be rightfully exercised over any member of a civilized community, against his will, is to prevent harm to others.
