Entitles you to something and other people have to fulfill that entitlement. Make two distinct claims: right holder, the duty bearer -- carry the weight of having to act or refrain from acting in certain ways. If you have the right to religion, the government has the duty to let you practice it. Purpose is to protect citizens from the government, from corporations, from other people. Governments can ignore anything they want to. Every nation has to seem morally good because: economics - to maintain trade relations with others, can be used by outsiders to protect citizens of an evil state. Create moral standards and create moral expectations which can be used to realize positive moral effects even in countries that would prefer to abuse their citizens.
