Diplomacy = traditionally been a method of conducting interstate relations involving discussions and negotiations between heads of state or their representatives in order to advance national interests. More broadly, diplomacy often involves efforts to keep channels of communication open between different sides of a dispute in the hopes that tensions ca nbe diffused and violence can be averted. Modern diplomacy is more complicated with intergovernmental organizations (igo"s) and non-governmental organizations (ngo"s) involved. The globalization of communication and transportation opens up new avenues for the conduct of diplomacy and helps new participants get involved. In its contemporary manifestations, it reflects the efforts by states to exercise power in ways that engage more potential partners, expanding possible points of consensus. Diplomacy emphasizes mutual gains, relationships and compromises for larger purposes. Implies a repeated set of interactions and a process of mutual learning between actors. Includes coercion and threats, but also requires discussion and room for bargaining between participants.
