Eyes of law unions were not considered org that had right before courts to launch court cases. Early in system if hey prob in day to day worklife legal system said not legal issue for long time. What is covered by grievance and what isnt everything. Issues outside workplace beyond labour relations civil courts cant deal b/c dont recognize unions.
