Only at times of maximum solidarity: teachers did not get very far. Can"t negotiate working conditions or what is taught in class. Public workers begin to get more active. Bearcats think they have a good shot at being a little more influential wages, etc. Public sector is way behind that private sector in representation, Public sector expands government taking more control. As it expands, workers feel like more and more regular workers like any other workers. For most of history, great deal of public sector controlled by the political party in power. Workers don"t feel there work is any different than anyone else"s.
