Until recently, disabled left out of civil rights discussion, often lacking basic rights afforded to other oppressed groups. = disablement= effect of society on individuals rather than the disability itself. = rights from disabled are slower in coming than for other oppressed groups. Product of type or lack of activism & why activism is increasing now: mentally incapacitated denied right to vote= seen as socially irresponsible. intellectually impaired, autistic, etc. , right to vote= democracy= individual rights. Seen that allowing such people to vote would be irresponsible. 1988: canada: mentally incapacitated still denied voting rights. (but think about other voting activism such as women & race: cbc clip: lifting-voting restrictions on the mentally ill. When rights are enshrined, not upheld in meaningful way. =ex: ada: meant to protect their rights but no link between what is on paper and what is carried out/enforced/respected. Legislation: all public buildings must be accessible but many times they aren"t.
