France: france doesn"t back down they start a war. The july crisis: von schlieffen plan. Quickly move west, take france, go through belgium, so that they can then move back to the east and defend against russia. Germany declares war on france, aug. 3. England has to decide: war or not: if germans win, they will be the european superpower, can"t allow one state to dominate, alternative, if french and russians win, they get to decide how the new. Europe would look: so yes, war, diplomatic, high political thinking, people have no say, opinion is divided. Britain and europe: cabinet is convinced of war august 2, justi es the war to the people as going to belgium"s aid.
