Review: time spans of previous and future empires. Byzantine empire or roman empire in the east 476-1453. Mongol empire 1206 to about 1500 but mostly in parts of other empires such as russia and china. To do well required adopting european military revolution. To afford the military revolution required a fiscal-military state that raised hughes sums: Tax, borrowing from bankers, selling public office, offloading some war-making capacity and duties onto trading companies. The logic of war and resistance among indigenous peoples and states. Lack of unity, and familiarity with europeans. Distinct war aims such as taking slaves etc. Note the larger transitional or common theme of the european development of the fiscal warfare state. By early 20th century 40 categories of overseas territories. Three ministries; colonial office, india office, foreign office. Long period of accumulation 1497 - 1938 and thus distinct auspices: former colonies of other powers. Economizing and avoiding deep commitments, thus lacking institutions to contain ambitious private interests.
