Foundation for the canadian legal systems is set forth is the constitution act 1867: supreme law of the country. Employees of the federal government and its agencies as well as other federally regulated employers are governed by federal labour and employment legislation. The common law is the remainder of the country: based on precedent setting judge made law. Consists of the parliament of canada, which includes the house of commons (elected), the senate (appointed), and the queen or her representative. Municipalities make bylaws: not generally signi cant to hrm activities but have local impact, enacted legislation, regulations, and bylaws are paramount over common law, legislation overrides court judgement but courts interpret the application legislation. Real executive power rests with the cabinet. Ministers are also responsible for government departments, such as the department of finance and the department of justice. Responsible for administering and enforcing the laws and policies passed by parliament and the legislatures.
