These two groups have a completely different relationship with war. 1490 to 1945: in 75% of the years of european history, wars have occurred. 1590 1894: in china, some conflict with barbarians who broke through the great wall. 300 year period of peace in general, not normal to have war in asian countries. Europeans are used to fighting each other historically. Empire have a very large piece of territory (rome and china lasted for a long time, china is reconstituted) These two empires have a lot of similarities, rome however is not reconstituted. System of competing states takes the reconstituted aspect of rome.
