U. s, unemployment rate has uctuated b/w 4-11% over the last 60 yrs - currently 5. 5% Seen as lazy, bad employee, lack ambition, low motivation, personal attainment. But if we think this way, govt will do little to nothing. They made bad choices so that"s their problem. Doing smth will be bad bc policy will reinforce unemployment. But these aren"t collectively ppl making bad choices.
