Identify high risk populations and intervene before problems start. Low ses is a risk factor for many psychological problems, particularly behavioural problems. Casino study: recall that there is evidence that low ses causes behaviour problems. One of key risk factors associated with poverty is living in a low-income neighborhood: Higher levels: violence, deviant peers, few adult role models, poorer schools. Operated from 1994-1998 in baltimore, boston, chicago, la, ny. Design: 4608 families in public housing randomly assigned to 1 of 3 conditions. Low-poverty voucher group (lpv), n=1800: received voucher to move from public to private housing but in a low-poverty neighborhood, 47% used the voucher to move, n=864. Section 8 group (s8), n=1350: received voucher with no restrictions, 68% used voucher to move (most to a comparable neighborhood), n=918. Control group (c), n=1400: received no voucher. 22% of household heads were employed at baseline. La and ny: ~50% african-american, ~50% hispanic.
