Legally binding on member states regarding substance, but manner on implementation at discretion of member state. Used to bring different national laws into line with each other e. g. working time directive and overtime laws; it"s up to every country to devise its own laws on how to implement this. Different with regulations is the mode of application. Legally binding on specific group concerned, like a member state or firm e. g. commission issues a fine to a company for abusing market dominance. Think of the eu as a system with strong federal elements. The commission must rely on the other administrations, such as in a federal system. Member state govts: single party or coalition govt. Council composition changes every time a member state govt composition changes (e. g. election, coalition re-formation)
