Meps are grounded by poli group, not nationality. At least 25 meps from at least 1/4 of member state can form a poli group. Choice of president, allocation of committee positions and legislative reports, agenda of plenary sessions, and policy positions of groups. National parties have an inventive to join a poli group --> stronger, more power, more influence. Electoral connection between meps and citizens is weak. Poli groups provide resources and career advancement (speaking time, legislative report, committee seat, etc) Absolute majority requirement in legislative process encourages cooperation between two largest poli groups. Incentives to be present, because if an mep misses a vote, he"s not accounted for not going. Parties divide according to how they think the ep should look like. Process looks like any parliamentary decision-making process out there. Then there are some consultation with lobby groups and subsidiary checks. Conciliation committee consists of reps of ep and council.
