Finishing up the last lecture on the house of commons and electoral reform- We spoke of a number of issues we consider in relation to the reform of electoral system. We shifted from a free way of determining the date to a system with fixed dates for election. Not up to discretion of pm in exception of non-confidence votes. Harper what he did- he didn"t have majority in the parliament so he asked the gg to dissolve government so that"s the exception! Question to ask is whether the decision of the crown is justiciable or not. Can argue that calling elections affects the rights on the citizens because they are terminating the government which was elected by the people. Crown p to dissolve and call elections under charter 3 doesn"t violate people"s rights. Because people continue to have the right to representation and meaningful representation. The second crucial question is about the electoral system of canada.
