After the 1956 war, the ussr became the predominant superpower in the region through arms sales and assistance to egypt (most important client), syria (still is one) and iraq. Under jfk, u. s. moved away from eisenhower"s even handed policy towards the region, began selling limited defensive arms to israel. Recall that eisenhower was resentful of france and u. k. after they colluded on the sinai mission. U. s. gifted israel with air missile system. Lbj took a more unabashedly pro-israel stance than his predecessor. 1964: in cairo summit, arab league decides to divert headwaters of jordan river to punish israel for diverting lake tiberias waters.
