Suicide attacks: potential for much worse attacks. Biological, chemical, radiological: primary attack types. Impact: loss of human life, where does it happen, south asia mostly, near east (afghanistan, pakistan, that area, africa next, east asia/pacific, europe/eurasia, western hemisphere low, most in iraq, afghanistan, pakistan, somalia, india, congo (top 5 in order) The basic job of the government is to protect the people. If they cannot do so (since the terrorists attack) people lose their positions in government, people lose trust, there is uncertainty: can impact domestic politics of target. Can cause governments to fall: terrorist attacks are sometimes done to cause overreaction, fear, panic so that the government spirals out of control. Us trying to limit the ability of terrorists to move money across the globe so that they can sponsor terrorist activities. Now its much harder for banks to change money. Changing the nature of ir: are states still the most important actors, non-state actors are increasingly important.
