Since the 1960s, civil wars have become more common than interstate wars. Since 1945, civil wars have been more deadly than interstate wars. A civil war is an armed conflict that occurs between organized actors within a state. Collective action problem is of non-state actors: hard for leaders to make sure all members of rebel group are contributing to the fight, recruitment problem.
