Siey s: sovereign nation = most authority, no constitutional form. Legitimate because it comes from the general will: nation is the law, how de we know what is the nation"s will, must be a unified will. Will of the people: unity question. Boundary + binding questions: must answer both in order to answer them fully. Conception of a nation: democratic/political: those who participate in political affairs. His definition implies equality under the law: aristocrats are not part of the nation because they live under different laws. Note: account of equality breeds new inequalities: citizens vs. foreigners, counter-intuitive representatives notion. Siey s implies there is no nation without representatives -> representatives > represented: paradox of definition. Nation stands prior to constitutional power (answer to legitimate question) Binding and boundary question: looks like constitution stands prior to the nation. > who to consult -> who is to consult? those with the will of the nation: chasing own tail trying to answer questions.
