Rising levels of public concern over environmental conlicts loosely embedded in naional policy and incoherently related to economic and social agendas. Insituions and structures of global environment governance shape stronger than ever before the nature of environmental policy within the developing world. The environment has assumed an important and rising status on the naional poliical agendas of states in africa, la, and asia. Yet the status of the environment as an issue on developing country agendas is precarious, it is oten displayed by issues that assume a greater priority for most countries. We can observe a process of coninuity and change, environmental challenges are handled within exising naional policy frameworks but globalizaion has change the relaionship between environment and development, and the bop among actors charged with delivering sustainable development. Oten assumed that diferences of opinion on this issue fall along north/south lines, where developed countries are more concerned with global problems such as climate change and ozone depleion.
