Yet the status of the environment as an issue on developing country agendas is precarious, it is oten displayed by issues that assume a greater priority for most countries. We can observe a process of coninuity and change, environmental challenges are handled within exising naional policy frameworks but globalizaion has change the relaionship between environment and development, and the bop among actors charged with delivering sustainable development. Oten assumed that diferences of opinion on this issue fall along north/south lines, where developed countries are more concerned with global problems such as climate change and ozone depleion.
