Sharp contrast with the western european path of state-building: state collects rents or things it does not produce, oil, gold, customs duies on foreign trades. Struggles over access to rents: elite struggles, exclusion of majority: litle or no say in how the rents are spent. How capacity of the state collects something over something they control, and not produce: relects the diferent processes of state formaion, relaionship of state and society, including colonial legacies, repressive apparatus. Involves consequences: when they don"t exist: nothing gets done, lack of law and order. Undermining rule of law: people are able to get away with things, especially i they put themselves above the law. No consequences for decisions that may go against the public good: impunity and lack of accountability, level of arbitrariness and violence in large segments of the populaion. Making democracy problemaic: revoluions become the extreme reacion. Oten considered what the state is not.
