Quality of democracy: rights, what happens in between elecions. Dependency theory: rejecing dependency makes democracy possible. Asserive foreign policy leading to third wave of democracy. Possible precondiions: levels of wealth, economic equity, organizaion of economic system, social (level of trust) or cultural factors), colonial legacies, external precondiions, (dependency, us asseriveness) Perhaps they are not precondiions, but outcomes overime. Is this a raionalizaion of the status quo: becoming a self-fulilling prophecy. Problem: none hold up in the read world. Quesion of legiimacy: for who in unequal socieies, illegiimate regimes can last a long ime, percepion of viable alternaives.
