Third wave of democracy: term coined by s. huntington, began with fall of salazar regime in portugal (1974, accelerated throughout the 1980s and after the cold war (especially latin america, africa) Democracy is a system in which parties lose elections (adam przeworski) Defining democratic transitions: the replacement of authoritarian rules and structures by democratic ones, consensus and national unity as key requirements for success, small groups of leaders (elites) play a disproportionate role in the decision-making phase. Democracy with adjectives : many new democracies have not yet reached the consolidation phase, they still retain authoritarian characteristics, researchers added qualifying adjectives to describe them: procedural democracies , electoral democracies , etc. If you stretch the concept of democracy too thinly, it becomes meaningless. Key role of military: there are usually hard-liners and soft-liners within an authoritarian regime, leaders give political freedoms in exchange for no violence, immunity from prosecution, economic and political privileges.
