Britain and other conquests are made after augustus decrees to stop conquering. Theres no real reason to be in britain. The emperor who commanded it (cladius) had only one military conquest before that, and it wasn"t very important. He then chooses britain as the best place to get a triumph and it was basically only for winning glory. Shows the continued desire for military glory (as shown through the emperors being the sole celebrators of triumphs, with generals having pseudo-triumphs). As the empire grows so does the army but only gradually (they need to be able to fund it and it takes a lot of time to get that much money).
