Between these times the notion of the army changes - not just people who could show up armed and ready. Its replaced by a professional army - with a standard wage, standard arms (people would make weapons for the legions) Due to the many civil wars, there are many men who were armed. There was no way to keep all these men. Augustus decommissions ~30 legions, settling them down in provinces. Now there are 28 legions, and after teutoburg forest there"s 25 legions. Looking at the chart in the slides, there is always around 28. 25 is the low point, 30 is the max (180 ad) This is a more or less rational decision. There are financial and man-power limits but it would have been politically unpopular. All the men in the legions are roman citizens.
