Shift in policy to b/come much more openly restrictive. Don"t just want to fill country, want to build a canadian nationality . Poster propaganda handed out in eur/us--promise of free land (stolen from indg ppls) Starting to see shift in can pop. Maj no longer traces origin to brit/france. Whites complained that immigrants were threat to jobs. tax on immigrants coming from china. (can still had segregation policies thru late 1900"s) Had to take continuous passage from india--no such route available. Can ppl/govt wanted to ban black americans from immigrating, but didn"t want to alienate us/blacks already in can. Instead, can immigration officials go to us, discourage immigration. Border officials do everything to prevent immigration.
