Laurier liberals reinforced idea of an agrarian west by enhancing agricultural settlement. Tariff not changed much, giving the illusion of slightly preferential treatment to british goods. Ws fielding, the finance minister, gave an important speech in 1903, claiming that the best way to success was to develop a western domestic market for manfucatured goods. Laurier era saw the rise of young professionals who viewed society with their managerial skills and impacted all of society. Era of optimism analogous to us progressive era. Strongly promoted immigration and population of the west. Didn"t get all the immigrants in, because people were moving anyway, but he encouraged this. Centralized bureaucracy in the dept of immigration by ending patronage. Pressured railways to sell of some of the fertile lands they sat on. Bypassed the high commissioner"s office in london and set up canada"s own immigration office in london for british settlers. Used the media to promote immigration especially in the us.
