Centralized bureaucracy in the dept of immigration by ending patronage. Pressured railways to sell of some of the fertile lands they sat on. Bypassed the high commissioner"s office in london and set up canada"s own immigration office in london for british settlers. Used the media to promote immigration especially in the us.
