Chapter 2: Multicultural policy in Canada
-Many cultures have existed in Canada for centuries
-1st country in the world to have an official policy on multiculturalism
-In terms of education, its implementation varies on the provincial level
-Goal: “towards a just society”
—> Canada is a bilingual country at the federal level but all the provinces except two are
officially English speaking provinces (Quebec - French and New brunswick - bilingual)

-Quebec has a special place in Canada because it has a huge concentration on french speaking
people. Louisiana was French speaking but English dominated.

-1960’s: the quiet revolution
-As immigration became increasingly necessary, Quebec demanded autonomy in immigrant
selection
-1974: French as Quebec’s official language
-1977: Bill 101 (send kids to french school - made compulsory in public places)
-With Bill 101, the homogenous French educational system was suddenly faced with a
tremendous diversity of cultural communities
—> Bill 101 successful in making the next generation very fluent in French. One problem: in the
French school system and for the Francophones they learn French but their English language
learning is very poor. Immigrants who come in (usually English speaking) are learning French
(because they have to) but also learn English because they're parents speak it or because of
the media (tv, internet…)
—> Francophones won’t be able to compete in the global market
-Quebec rejected multiculturalism because they had the quiet revolution which wanted two
things: anglo domination against english domination and against the tyranny of the Catholic
church. The catholic church dominated every aspect of quebec society including education.
They secularized the educational system (took it away from the hands of the roman Catholics).
There are still roman Catholic schools but the public system became secularized (no particular
religion). The quiet revolution was important for Quebec because it tried to assert Franticization
(to keep Quebec French). French nationalism was thus very important for Quebec - that is why
they didn't want English because they wanted to preserve their culture and language. That is
why they rejected multiculturalism - not all cultures are equal to them (French is more important
to them).
