Lecture 7: the backdrop of school board reform, section 93. Many believed that because the constitution was canadian, the federal government could apply some pressure, but the federal knew better and gave all rights to provinces for education. The federal government did not impose itself on education: parent commission. It recommended a joint commission because two boards were confusing (first religious: protestant and catholic, second: french and english). This recommendation was only applied to a degree: there was a divided system linguistically but not religiously: bill3. There were a series of events to reform education in the 1970"s. There are two that demonstrate the challenges: bill 3 and bill107. There were changes in the 1970s but in 1984, this bill was an utter failure. Bill 3 recognized the difficulty that it is to eliminate religious boards. It interpreted section 93 in a very narrow way. They said that what is protected is the religious board as it existed in 1867.
