Normative statements depend on the value judgements and opinions, they cannot be settled by recourse to facts. cf. people should have blue eyes. They are statements about what it is, was, and will be. cf. some people have blue eyes and others don"t. Economists often disagree with each other in public discussions. Often because of poor communication or failure to acknowledge the full state of their ignorance. Perhaps the biggest source of public disagreement is based on positive/normative distinction. A set of assumptions (how variables are related to each other cf. negative relationship of price and demand) A theory tries to explain how an event can lead to another event in real life. It is tested by confronting its predictions with evidence. If a theory is in conflict with facts, it will usually be mended to make it consistent with those facts, or it will be discarded to be replaced by a superior theory.
