Rwandan genocide massacre against tutsi minority: more they killed, the bigger reward, bodies piled on the street. New government set system of ciizen based jusice. New form of jusice: gacaca, building a new people and system not of the past. Presening prisoners and the new gacaca law, to build a new rwanda: country cannot build if it lacks manpower, create an environment that is communal and respected, the ones you work with are your neighbours. Norwegian communal court: confession of crimes (personal convicions to rebuild a communal rwanda, confessing by themselves pardoned, security worsened going home opened old wounds. This does not pardon the very real memory of what happened for the survivors: they forgive him and release him just because they confessed, concept of jusice vs. forgiveness. The only soluion was bare jusice for all rwandans. Fear of the killers coming back: need of security, many are doubful.
