How to designate which rotates which way. Assign priority to substituents based on atomic number. Bromine is greatest (#1) then chlorine (#2) carbon (#3) hydrogen (#4) Move lowest priority to back, bromine to front, chlorine to top, carbon to front side. Draw curved arrow from 1-3, whichever way it points is direction of rotation.
