In the 5th century, there was a talk of two swords theory. The theory divided a spiritual sacerdotium from a temporal imperium. The dictatus papae of gregory and the donation of constantine threatened to cross the two swords. Questions of political jurisdiction and economic effects affected taxation and control of labour. Nobody could afford to ignore it: the concordat of worms was meant to give an end to the tensions between the papacy and hre. The hre and papacy were linked back to pope leo ix. Leo ix was a relative of the hre"s ruling dynasty. He saw that fatal mission that sent papal legates to constantinople. Leo"s links to the hre rulers restored the papacy to a place of honor and influence. The dangerous intimate alliance between german speaking feudal leaders and roman patriarchs set the stage for future issues. After the concordat of worms, the political situation was more complicated.
