Document Summary
After wwii power was given and taken away in strange ways. Berlin, as an example, was split into four quadrants to appease the powers of britain, the us, france, and the ussr. The document shows the soviet union as a group that was causing turmoil and strife to not only its own people, but also to the rest of the world. The telegram was correct in the following: the us"s foreign policy did change from the one that was present prewar. The us was now a world power that had the capabilities to take charge since wwii damaged many of the other world powers to a point of economic turmoil. The ussr did create a hinderance for the us in their push towards world power. The position of the ussr did rise after the war because of the fall of so many world powers.
