Healthcare: provinces deliver it: have jurisdiction, but receive money from federal governmnet (equilization payments: so that roughly equal to other provinces) Each province has sources of revenue: provinces can only tax within their territorial boundaries, but povinces can also spend collective tax money: if not there would be difference in provincial scal capacity. Aim of equilization payments: a country which is somewhat equal depending on what province you live in. Which level are we more likely to interact with: municiple, provincial, federal: each level competes for our loyalty and attention. Municipal governments: arm of the province, do not have a constitution: authority given by the province, regulations vary per municipality. We can pressure more than one government to get the things we want. Charter of rights and freedoms: binds us together.
