Balance of power aka balance of threat. Is cooperation under anarchy possible? the question we will deal with for the rest o the semester. Anarchy- there is no power governing the state to enforce laws. An explanation of a general power or an explanation of an event. A model of an event or a pattern of events that explains a relationship- unable to explain everything. Theories cannot be 100% accurate and consistent (likely not finite) 2 types of case findings easy and hard. To see if x leads to y you need to see if y occurs without x, under the same circumstances. Two types of knowledge: deductive and inductive. Theories can be disagreed with and falsified. Every human must have something in common, therefore every state much have something in common which will help to avoid war. Human nature is not good, it is bad. States/ actors disregard the interests of other to advance power.
