Canada joins second world war in september 1939. 1940, unemployment insurance established w/ special amendment to british north. 1941-42, federal government negotiates agreements w/ each of the provinces to collect income tax to support war. Federal government appoints advisory committee on reconstruction early in war. After british beveridge report released in december 1942, prime minister asks marsh to write similar report for canada. Report on social security for canada appears in march 1943. Recommends wide range of social welfare measures including massive post war public investment in employment generation. In august 1941, churchill & roosevelt sign atlantic charter outlining their principles for postwar period. Clauses 5 & 6 state that: there was to be global economic cooperation & advancement of social welfare, participants would work for world free of want & fear. Fears about post war unemployment & social unrest as occurred after world war i.
