Defined it as striving to share power or striving to influence the distribution of power, either among states or among groups within a state. M. a. d. has become an issue and drinking and driving and has become a political issue. The state: political institution with a monopoly on the legitimate use of force over a clearly defined territory (weber) The right to use physical force is ascribed to other institutions or to individuals only to the extent to which the state permits it (weber) A hospital can physically detain you if they think you are a danger to yourself. But not just a state-citizen context one aspect. Power and authority is not always exercised as physical force.
