Interest of ruling are different than those who are being ruled. Media is the tool in which the ruling govern over the majority. How they get the majority to consent to their overwhelming domination, reason they don"t revolt, still vote etc . He wanted to understand why people were so supportive of a man who would essentially make their life miserable. (mussolini) Reason is because his ruling power was hegemonic, cultural power. No need for conspiracy, they own the media. They govern the media the same way as ge and gm is governed. Uses institutional analysis to find use of media, it is doctrinal. Media instills us with a point of view about the world. Most powerful institutions: online, printed magazine, new york times, ctv, nbc.
