Pakistan had to create a central state from scratch. This was difficult because functioned well was another question there were people with money and power that were trying to stop it. Both pakistan and india move quickly to establish strong central governments. India did not follow a real federal system, were fixated on unity. After partition they began to make a central power and this created a lot of push back. Pakistan had greater fears of survival: military-bureaucracy dominance, and undefined or ill-defined islamic ideology. India goes through a process of steady centralization.
