Recognized that young offenders were cognitively different than adults. Allowed cases to be diverted (attend a community/educational program instead of prosecution). 2003 young criminal justice act (ycja): 3 main objectives: 1) prevent youth crime, 2) provide meaningful consequence and encourage responsibility of behavior, and 3) improve rehabilitation and reintegration of youth into community. Police were to consider extrajudicial measures when coming into contact with antisocial youth such as giving a warning. Child-onset adolescent offenders behavioral problems start early in childhood. The adolescents often have histories that include behavioral problems dating back to daycare and pre-school.
