Accountability and protection of human rights: Global civil society.
What is global civil society?
• Ambiguity of a new concept
- Working definition: global civil society is the sphere of ideas, values institutions,
organizations, networks, and individuals located between the family, the state, and the
market, and operating beyond the confines of national societies, politics, and
economies.
- Civil society would be that other group that is always evolving and changing, they are
usually separated from the government.
- Global is not something that descriptive, they want to create global community and
global awareness. Is the idea that you have global issues that should be addresses
globally.
Historical roots
• Civil society = societas civilis
- It was created as a way to answer questions about civil society.
- It does not just refer to civil, but to also to live in common, how to have common
ground.
- Refers to Civitas which refers to life in common, preoccupation with the common
good.
- States of nature versus civil society = as something more orderly and more morally
than just a state of nature where something is seeming more chaotic.
• Global civil society (GCS): 1980s and 1990s
- Not just transnational; global phenomenon
- It was reinforced by globalization, globalization with new connectedness made that
possible. Different international forms coming now together is more important than
how it was previously.
- Not just transnational; global phenomenon
- Product of globalization and force against globalization. it is there to prevent abuses
from government, it provides counter weight. It is not about governments of global
markets but what is in between. Civil society is provided the thing that is wanting to
protect the individual.
At a global level
• Economic globalization leads to interests/ power of states which then leads or concludes
global civil society and international law.
• The whole problem with this, is that global civil society is not harmonious but it is a
diverse of issues. Such as the feminist movement, racial movements who are trying to
push for reforms within the global civil society.
Global civil society actors and HR.
• The main civil rights actors are civil actors:
• NGOS in Numbers:
- Total international non- governmental organizations (INGOs): are 40,000
- In India: 1- 2 million NGOS at national level.
- 1,5 million domestic and international NGOs in the US
