What security implies is freedom from threats to core values, both to individuals and to core groups. If we think about who or ought to be protected, it changes the resources we set aside for protection. During cold war, focus was mostly on national security. The traditional approach: traditionally, states have been regarded as the most powerful actors in a self-help" world. States are dominated by the will to protect themselves: state sovereignty is seen as pessimistic and is a barrier to international peace, as all states need to balance between each other and keep others in check. F invests in military, strikes c"s attention, and the cycle of building military forces continue. Other countries do that too: realists argue that the start of military investment is a continual spiral until all countries in the system invest in military, neo-liberal institutionalists think international institutions have an impact on this. They play a crucial role in enhancing security.
