Good reason to use bureaucracy equal protection , rules apply to everyone, good bureaucrats apply the law to everyone equally. Bureaucrats can be petty/annoying but we can"t give them the discretion to enforce the laws they like and ignore the rest. System is not designed to help the poor: cops will use force, and act on racial and class based preferences, then the system (courts, grand jury) will protect itself, system is designed to protect the system. Solution: only answer: much less of the system, fewer laws. Cops have too much to control, unavoidably they begin acting on prejudice, bigotry . Have to ration their effort and time so they use heuristics and short-cuts. We can"t rely on police discretion because the poor will suffer. Hierarchy/subordination to the authority of rules and procedures (bureaucrat has limited personal discretion for action.
