The first articles of the constitution did not have an executive. Very important question at the philly conference- foundational question decided by the framers. A guiding figure to push and initiate legislation if congress was unable. Had proposals of a 3 person committee as president, or a constitutional monarchy. The electoral college is a compromise b/w those who wanted congress to choose prez and those who wanted the prez to be chosen separately. Electorates in the electoral college is equal to the number of seats the state has in congress. State gvnts set the terms of the selection of their electors. Originally chosen by state gvnt - left up to them. Could also set up an election to elect them. Now electors as tied to the party and candidate that wins in each state. One can win the popular vote wo winning the election in the electoral college.
