When legislatures are bicameral the upper house is typically constituted in a different way than the lower house, to ensure broader representation of interest. Debate over how representative legislatures ought to be of different social groups (% of women in parliament/cabinet) -- not a single country in the global north has gender. The function of the formal interaction with the exec branch, which is the institutional independence. Presidential government concentrates all executive power in a single directly elected person for a fixed term. In parliamentary systems, relative power of the prime minister depends on both the power of the exec branch within the state and the power of the prime minister is the executive. * cabinet model (collection of ministers, making decisions) The authority of legislatures to exercise their oversight role may also be measured by the importance of legislative committees. -> neutral implementation of politically policy and two different components.
