Written in the wake of 2 climate change failures the failure of copenhagen meeting (kyoto follow up) 1: climate gate email scandal, theses climate change crises have opened up the opportunity for radical policy reform. A top down global effort to reduce carbon dioxide emissions through policy recall: carbon dioxide is seen as the most problematic greenhouse gas (top down vs. bottom up: rather than focusing on carbon focus on other externalities) Failed because of the inherent problems with the top down approach applied to a problem like climate change, it is too complex and ill-understood to submit a top-down policy solution. Authors suggest that focusing on carbon dioxide is a mistake, even though their goal is clearly to reduce the levels. Ex: teen pregnancy: one policy approach is to advocate public health messaging telling teens not to have sex ( abstinence approach).
