Children are oten vicims or potenial vicims of sexual ofences because children are the most vulnerable, new concerns for the rights of youth/vicims are used to jusify the crime control aciviies of all actors. The hope of protecing youth from becoming vicims oten imes was the jusiicaion of the components of the crime control model. An accused youth aitudes have changed signiicantly. It went from youth needing guidance to youth having individual rights and responsibiliies, and when they do not abide by these societal norms they are then subjected to the cjs and potenial punishment. Our populaion of youth incarcerated has increased since our due process system has moved in, there is a signiicant reliance on sancions to deal with youth.
