They are continuously being used as a vehicle to focus on the punishment aspect of criminal law and the governments likeliness to only focus on criminal aspects. Crime witness are now seen as the new consumers of crime control services and they legitimize the crime control approach. After the charter, we have seen more movements towards more crime control approaches in order to assert victims" rights. We also see that these rights are asserted more in courts as well with more attempts to include the victims in the process. We see the creation of the victims bill of rights which is a movement for victims to be more harsh on criminals and assert victims" rights. There has been a demand for constitutional amendments to recognize the rights of victims as well.
