Feminist groups were not necessarily untied in the approach to victimless crimes took opposite positions. There was a consensus with respect to laws and strategies to respond to the prevalence of sexual and domestic violence against women. Legislative reforms took place in the 1980s and the 1990s and were subject to due. Gender politics was criminalized and sanctions were used by the government.
